Freeze Warning!!

Dear Property Owners,
We hope all are enjoying this festive season.  As you know, the National Weather Service is predicting freezing temperatures this week. Please check out the links below that might help as we all prepare.  Hopefully we will be spared the events of February 2021.
Friendly reminder to protect anything that might freeze. Examples are most plumbing, pools, outdoor water softeners, wells, water heaters, tankless water heaters, plants, etc....  Some good tips in some of the links below. Please google for more specifics and advise.
In preparing for a utility outage have plenty of drinking water, and consider filling tubs and pots with water. Please look at your utility providers' websites to see if they are posting any valuable information.

As a safety tip, energy officials say you should “never use a generator, camp stove, charcoal grill, gasoline heater, or propane heater indoors. These items can start accidental fires, cause electric shock, and cause deadly carbon monoxide poisoning.” Please refer to energy officials and fire department websites for safety tips for keeping warm when we lose power or gas supply. 
In serious situations, you can get non-potable water from the lakes. You can also access non-potable water at Edgewater Park.
 
The Board of Directors know we are not experts as to utilities, plumbing, freezing weather, etc., but we are hopeful that our members are seeking valuable information from reliable sources as we all prepare for the potential freezing weather. Plan for the worst, hope for the best. Have some back up plans.

We wish you a Happy New Year!

Greetings,
Before we get to the business of the POA in this announcement, we want to share that the social committee has events planned for most months in 2023. Details will be posted on the Home Page around Jan. 9th, under the Social Committee/Events Tab at www.LakeWindcrestPOA.com and added to the calendar as dates are locked down.
Goodwin & Co. is promising that the 2023 assessment invoices should be postmarked by Dec. 31st. The assessments for 2023 are $850 and will be posted to your account Jan. 1st, 2023. For detailed information on payment options, click here Make Payment. Payment is due Jan. 10th, 2023 but is not late until Feb. 10th, 2023. For comparison the 2004 assessments were $550.
The Board adopted the 2023 Operating & Maintenance Budget at the October 2022 meeting. Click the link to review the budget on the Lake Windcrest website.
We would like to introduce Lake Windcrest's new community manager, Fancy Petrie. Click on the link to view her bio. 
In the future we will be changing our announcement process from Mailchimp e-blast to direct communications from LakeWindcrestPOA.com. If you have not had a chance to register on the Lake Windcrest POA website, please do so very soon.  There is a login / register button at the upper-right side of the screen.  
Follow the instructions for registration. Level 1 User will be the one that votes on behalf of the owner(s) of the property in the election of Directors for the Board. The first user to register is the Level 1 User in the system. Their spouse/partner/co-owner will be Level 2 User when they register. Children and other household members can be added as a Level 3 User. Once registered, each member has an option to be included in the Member Directory and select which fields are visible from their profile. The website is administered by a consultant for the POA and can be reached at lwpoa.board@gmail.com. 
Please register at the website. When we start using just LakeWindcrestPOA.com for communications with the property owners, we will send more email updates. We plan to start doing some surveys in the spring of 2023.

New Policies Adopted

Dear Property Owner,

We have volunteered to serve on the Board of Directors in a genuine desire to preserve our wonderful neighborhood. As homeowners ourselves, we are mindful of our responsibility to help Lake Windcrest remain one of the most desirable neighborhoods in the area.

As a neighborhood ages, it becomes especially important that we maintain the quality that attracted us here in the first place.

In our effort to achieve this, we have adopted a revised Fine Policy and Enforcement process. The policy sets out the specific process that our management company will follow to monitor and enforce the deed restrictions. It is focused on specific violations, a definition of public view, and a monthly fine based on the severity of the problem. (Review policy here) The most frequent issues are vehicles, boats, jet skis, RVs, and trailers – those items on wheels. It’s important for owners to know that these items can’t be stored on their property in public view.

A Goodwin employee drives the neighborhood approximately every two weeks. If they see an issue, they will generally send a courtesy letter to the homeowner. This gentle reminder sets out a timeline to fix the problem.

Most of you will promptly fix the issue, and for that, we thank you. Some of you may need more time and if so, we strongly urge you to communicate with Goodwin about your concerns. You may reach them directly at HOUCompliance@Goodwintx.com or 281-706-8961.

If you receive a second notification, it will give you notice of an intent to levy a fine, a $15 certified letter fee will be added to your account, and you will be given a new timeline to fix the issue. At this point you may request a hearing before the Board, and again, we strongly urge you to communicate with Goodwin.

Finally, the third notification will include a fine added to your account and another $15 certified letter fee. Each month that the issue isn’t resolved, the fine will again be added to your account.

We, the Board and Goodwin, would prefer to never fine a single property owner. The Board seeks the cooperation of all of us to be compliant and to respect all owners’ rights under the deed restrictions. Communication is the key to achieving that goal. Let Goodwin know the situation and together we will try to find a solution.
 
Ex Officio Directors named to the Board
The Board welcomes Stanley Krauhs and Julie Karakulko as ex officio directors. They will serve a one-year term through August 2023. Ex officio directors interface fully with the Board, however, their presence at meetings does not count toward a quorum and they do not have voting rights on board business. They are valuable members of the board, and we welcome their willingness to serve and assist in getting work done for the community.
 
Volunteers are Needed
The work is never ever all done!! Isn’t that the truth. We need owners who have a bit of time and lots of willingness to share their knowledge.
Drainage, Lakes, & Dams Committee – needs engineers and others with similar experience
Grounds & Amenities – need those who can help to monitor the landscaping contract, the parks, trails, and fences for maintenance issues
Community Services – need those that would like to assist with community events, welcome committee, website.
 
Future eBlasts will highlight additional policies that were adopted in the August board meetings – the Surveillance Camera Policy and the Assessments Collection and Payment Plan Policy.

Lake Windcrest Ski Lake Drought Concerns & Boat Launch Gate Access   
With drought conditions being experienced this summer there is concern that the lake may drop to an unsafe level. The lake is down about a foot after the rain last week, but it will continue to evaporate. All watercraft users are cautioned to be mindful of the lake depth. Operating more to the middle of the lake is recommended.  Should drought conditions continue, with the lake level continuing to drop, the lake may need to be closed as a safety precaution. The Board is watching the situation closely. 

The Gate Card Access System is only for those who have renewed from prior years or are registered as new users.  Card required to exit and enter gates. Forms to register for gate access cards are available at LakeWindcrestPOA.com  under members. Residents who have expired cards or do not have a card need to please refrain from damaging the gate and/or equipment and not borrow registered cards from other residents. 

Preferred Vendor for Recycle & Waste Collection Service
Residential Recycling and Refuse of Texas (RRRT) is the preferred provider of trash collection and recycling services in Lake Windcrest. RRRT has offered a very competitive rate for its services. Go to RRRTX.net, enter your address and information, then Lake Windcrest will be assigned. You will receive a quote and can sign up with the options you choose. Currently there are approximately 340 Lake Windcrest Residents signed up for trash service and 146 for recycling.  The telephone number to RRRT is 346-248-5222. They offer a "Backdoor" service for mobility impaired/disabled residents. There will be a small fuel charge added to our bills in the near future. RRRT will be sending a letter to their customers.

We have approximately 430 registered accounts out of 905 Lake Windcrest accounts. As soon as we get 500 registered accounts, the board can start doing occasional surveys.  Please submit survey question ideas to lwpoa.board@gmail.com.

Transition to our new management company is moving along smoothly. For any information regarding Goodwin, please look here on the Lake Windcrest website.

Board of Directors Highlights 
Make plans to attend the Board of Directors meeting August 30th. The open portion of the meeting will start at 7 p.m. in Hayley Hall, Wildwood United Methodist Church, 8911 FM 1488, Magnolia. The board has executive session at 6:00 p.m. The agenda announcement will be sent 6 to 7 days before the meeting.

Grounds Committee Report:  It is an ongoing project to monitor the Landscape Contract requirements. IMS, our contractor overall is doing a good job. The contract requires a monthly plan and weekly reports. There are few complaints from residents. The streets are usually mowed two times per month for 8 months of the year.  The other 4 months are mowed less frequently.  We are reducing some mows during this drought.  There are ongoing sprinkler repairs at our 3 entrances when discovered. We ask that residents please report to Goodwin if you see damaged heads spraying or zones running for too long.  IMS does a monthly inspection of the sprinkler systems but we still need your help. The 1488 Fence damage was repaired. Several dead trees have been removed. The trail bridges are going to be out of commission in early August for major repair.

Its Summertime!

It's Summertime!!

Let’s remember some of the rules of the road. While the trails and reserve areas are fully accessible for walking and playing, they are not open for any type of motorized vehicles. Riding horses on trails, yes. ATVs, ROVs, UTVs, golf carts, any motorized bike/vehicle; never allowed on Nature Trails or reserve greenbelt areas at the entrances or the parks. Constables patrolling the neighborhood will stop any such activity. Remember also it’s against the law for unlicensed drivers to operate golf carts and off highway vehicles on public streets at any time, and these vehicles are not allowed at night on public streets.

Out on Windcrest Lake, boating and jet ski activity is picking up. Remember those life jackets. Be mindful of the number of watercrafts on the lake at one time; only 5 watercrafts are to be operating at any time. Always circle the lake in a counterclockwise manner. Maintain your distance from water skiers, wake boarders and those being towed on devices behind a watercraft. No wake jumping, jet skiers. Boaters notice the impact your wake is causing on the shoreline, travel too close to the shoreline with some boats is creating damage to the reinforcement of the shoreline and to docks. Move more to the center of the lake if you are traveling at slower rates and generating a deep wake.

Safe Boating Everyone!!
Special Notice – Windcrest Lake, June 14 from 8:00 am to Noon, the Constable’s Office will be conducting boat/water training. The lake is open for other water activity, please stay clear of the area in use by the Constables.

Boat Launch Gate - UPDATE

BOAT LAUNCH GATE 

The Gate is fully operational and will be closed at Noon tomorrow, Thursday, May 19.
Property Owners will need a Gate Access Card to enter AND to EXIT the boat launch area.

IMPORTANT: It is imperative that gate cardholders not open the gate for anyone that doesn’t have a gate card. If a gate cardholder is having family or guests on site with them and they are in separate vehicles, the gate cardholder will need to ensure that those vehicles leave the parking area at the same time.  The exit gate does not open automatically. You must use your card to exit.

To obtain a Gate Access Card, login to the LakeWindcrestPOA.com website. Click on Members – Lake Access and Rules. The Watercraft Registration Form is for those that have watercraft to register, and the Gate Access Card Only form is for those only interested in access to boat launch parking lot. Registration is $50 per access card. Property Owners need to be registered on the website to gain access to the forms. The registration process takes several days. If one has plans to use the lake, please allow at least 7-10 days for watercraft registration and gate card distribution.

Please take a few minutes to re-read the Lake Rules & Regulations. It is important to follow them so that everyone using the lake has a positive experience. Please be especially cognizant of the no wake zones and be mindful of the wake your watercraft creates and how it is impacting the lakeshore and docks.

Quadvest News - SJRA Voting to Raise Water Rates

This Friday, the SJRA (San Jacinto River Authority) board of directors is voting to raise their water rates in Montgomery County for fiscal year 2023 by 20%, which will go into effect in September 2022.
 
Groundwater fees will increase from $2.88 per 1,000 gallons to $3.51 per 1,000 gallons (21% increase) while surface water fees will increase from $3.30 to $3.93 (19% increase). This rate increase ultimately impacts Montgomery County residents (including Quadvest customers), who can expect to see their water bills go up each month and continue to rise every year until the SJRA is stopped.
 
Quadvest CEO Simon Sequeira is once again urging Montgomery County residents to make their voices heard. “I urge every citizen in Montgomery County to reach out to their local and state representatives immediately and voice their concern for this rate increase,” says Quadvest CEO Simon Sequeira. “The SJRA will not stop increasing its rates and eventually, many Montgomery County residents will simply not be able to afford the most basic American right there is – access to water.”
 
As a reminder, Quadvest announced in 2020 that it will no longer pay SJRA these fees. Instead, we are setting aside all SJRA fees paid by our customers in a separate account. It is our intention that these fees be refunded to customers when a final verdict that is favorable to Quadvest is reached in our litigation with SJRA.

Watercraft Registration Boat Launch Gate Access
It’s taken much longer than anticipated to determine all the issues and upgrade the electrical components at the gated entrance to the boat launch. Soon the gates will be closed and only accessible with a gate card. To obtain a Gate Access Card, on the website under Members – Lake Access and Rules. The Watercraft Registration Form is for those that have watercraft to register, and the Gate Access Card Only Form is for those only interested in access to boat launch parking lot. Registration is $50 per card. Property Owners will need to be registered users on the website to have access to the forms. If one has plans to use the lake or park in the gated area, please allow approximately 10 days for your registration forms to be processed.
 
2022 Annual Members’ Meeting
Make plans to arrive early at 6:30 for the Annual Meeting on Tuesday, April 26. The meeting will start at 7 p.m. in Hayley Hall, Wildwood United Methodist Church, 8911 FM 1488, Magnolia.  The agenda announcement will be out within a few days.
 
Board of Directors Meeting April 12th Highlights
The Board of Directors met on April 12 for its first in-person meeting since the pandemic interrupted everyone’s life. After 2 years, the Board was pleased to be live and had a good meeting with close to 15 property owners in attendance.
Highlights of the meeting:
New Community Association Management Company – The Board following a search for new management services selected Goodwin & Company as our new management company. Transition plans are quickly being implemented with a full switch over from PMGH by June 1. 
Replacement Fence for Reserve I – The fence located on the east side of Windcrest National and Clubhouse Circle behind the commercial properties and church is set for replacement. Texas Fence will begin with new construction in the next two or three weeks. Everyone will be glad to have the new fence!! The fence on the west side behind those commercial properties will be replaced later.
Designation of a Preferred Vendor for Recycle, Waste Collection Service – The Board approved designation of Residential Recycling and Refuse of Texas (RRRT) as the preferred provider of trash collection and recycling services in Lake Windcrest. Residents will always have the choice to determine their provider for trash pickup. RRRT has offered a very competitive rate for its services. Community wide garage sale will be held Friday and Saturday April 29th and 30th.  Rain date will be published if needed.

Dear LWC Property Owner,
 
A few reminders:
 
1.      The next Board meeting has been rescheduled and will be held on Tuesday, April 12th at 7 PM. We will be meeting in person at Wildwood United Methodist Church located at 8911 FM 1488 Rd. Magnolia, Texas 77354. The executive session begins at 6 PM and the open session begins at 7 PM. A meeting notice will be sent out several days before the meeting. We hope to see you there!
2.      We have been working diligently to add updates to the website such as committee reports and additional area information and will continue to keep it updated with information as it becomes available.  
3.      As the weather starts to warm up, remember to start your Spring cleanup on the exterior of your homes and yards such as cleaning any mold or mildew off your exterior structures, fences and driveways (may want to wait until the pollen stops falling), trimming trees and shrubs and cleaning out those flower beds. The Board appreciates all of your efforts in helping to keep Lake Windcrest one of the most beautiful communities in our area.
